Laws of Hong Kong loose-leaf edition 

The Laws of Hong Kong loose-leaf edition is updated to February 2025 only. For the current consolidated legislation of Hong Kong, go to the Hong Kong e-Legislation (HKeL) (www.elegislation.gov.hk). 

These print volumes are kept in the Law Primary Source area of the Library.

Phasing out of the Laws of Hong Kong loose-leaf edition

Before the launch of HKeL, the official version of the consolidated legislation was published in loose-leaf format, known as the loose-leaf edition of the Laws of Hong Kong.  Since the HKeL was established in 2017, the Department of Justice has embarked on a years-long verification project. After a chapter has been verified and made available on HKeL, the chapter will be removed from the loose-leaf edition and replaced by a purple sheet. The sheet informs users that they can access the chapter at the HKeL website. The verification of all the current consolidated Hong Kong legislation published on HKeL has been completed in the first quarter of 2025. With that, the hard copy loose-leaf edition of the Laws of Hong Kong is fully phased out by HKeL.
