We are pleased to announce the Read-and-Publish Agreements (also known as Transformative Agreements, or Open Access Agreements) that we have negotiated for our researchers in 2025. These agreements allow eligible CityUHK authors to publish their papers as open access free of charge in covered journal titles. What are Read-and-Publish Agreements?
Read-and-Publish Agreements (also known as Transformative Agreements, or Open Access Agreements) are contracts between academic institutions and publishers designed to transition from subscription-based journal models to open access (OA). These agreements combine access to subscription journals ("read") with the ability for researchers to publish their articles as OA ("publish") without individual article processing charges (APCs). They aim to increase the accessibility and impact of research, enhance global knowledge sharing, and manage costs for institutions and researchers.
Eligible CityUHK authors can take advantage of the APC waiver quotas offered by these agreements, subject to eligibility and fulfillment of specified conditions.

* IMPORTANT NOTES: All the agreements will take effect from 1 January 2025 except for ACS and OUP, which are currently being processed and will be effective only in late-January or early-February 2025. Eligible articles accepted by ACS and OUP from 1 January 2025 onwards, however, can still be retrospectively covered on the condition that the authors HAVE NOT paid the APCs. While OUP will consider refunds, ACS has explicitly stated that there will be NO REFUNDS for any paid APCs. Therefore, please be reminded NOT to pay the APCs for eligible ACS articles if you wish to take advantage of the APC waivers when the agreement comes into effect. |
